disconnect all usb peripherals except keyboard and mouse
Try what is stated here:

But once uninstalled turn off the computer
unplug the electrical outlet from the wall
Long press the on / off button
then reconnect the computer
nothing else connected (e.g. external hard drive printer, card reader)
check the reinstallation of the drivers!

Understood, but what I need is a HP Support technician to remote or access my PC to see if they can identify the issue, there is no point me blowing away the whole O/S to reinstall it again if its a hardware fault.
I might has well just use an SD card USB device.
