IS IT POSSIBLE TO REPLACE THE WINDOWS 1O (64) WITH WINDOWS 7 (64) ON THE ENVY 750-624 ?
If not - then how do I make a Recovery Disk Set or is one needed for the ENVY 750-624 ?

To answer your question, yes. This is possible. You can download the Windows 7 ISO image from Microsoft free of charge. You will need a product key to use a genuine copy. You can buy pro keys online fairly inexpensive.
You will need to prep your BIOS settings as Windows 10 came preinstalled using the UEFI for boot, you will NEED TO MAKE SURE that you can do legacy boot. (enable)
Also have drivers saved to a disk not a USB. (I have encountered an issue with HP that there are USB driver sets that allow for USB use. Upon a reformat Windows 7 may not have a generic driver to use. Having a CD will ensure you can add needed drivers then search for updates.)

I understand your laptop was shipped with Windows 10 and you would like to downgrade your PC from windows 10 to windows 7.
Don't worry I'll try to help you out.
Did you make any software or hardware changes on your PC?
Please provide the product number of your PC to assist you better.
The main issue in downgrading your PC will be the compatibility of drivers.
Since your laptop was pre-shipped with windows 10, you don't have an option of downgrading to Windows 7 from HP.
However, you can purchase a retail copy of Windows 7 from Microsoft directly or you can buy the retail discs from any of HP authorized service providers.
You can download the image and burn it to a disc and install windows 7 from Microsoft using this link.
