@Paul_Tikkanen has the Win10 iso truly become that big? I remember flashing it with like 4 or 8gb sticks.

It's not a W10 ISO file.

 

It is a complete factory image of the PCs drive as it came from HP, complete with all drivers and programs installed.

 

It is probably a little more than 16 GB in size, but the next size USB flash drive is 32 GB.

 

If you want to use the media creation tool to create a bootable USB installer with an 8 GB USB flash drive, clean install W10, and then manually install all of the drivers and available software from the PC's support page, you can do that as well.
