need ethernet driver for HP Envy 20T Touchscreen

Paul, according to the sticker on the back of the unit:

On the underside of the base, there is a large sticker.  At the top it says "Contains Ralink Model RT3200.

At the bottom of that sticker, there is a barcode above which is this number:  1645-11-4419

Beneath the barcode is this sequence:  (01)07898940473632

There is another sticker on the back of the monitor which says:

It appears to have been a Windows 8 installation rather than Windows 7, so most likely what I need is not only the ethernet driver but also a replace/refurbish/reinstall disc based on Windows 8 to reinstall her OS.

You asked for an ethernet driver which I provided.

The Ralink RT3290 is the Wi-Fi adapter.

If you need the W7 Ralink Wi-Fi adapter driver, this was the last driver released by Mediatek/Ralink for W7:

That model Wi-Fi adapter also includes a Bluetooth radio for which you need this W7 driver:

You are correct.

According to the product specs, the PC originally came with W8 64 bit from HP.

Someone probably didn't like W8 (who did?) and downgraded it to W7.

The only place that I know of where you can get a W8 recovery kit for the PC would be from this vendor at the link below:

It's unfortunate that Micrsoft removed the link to download Windows 8.1, or I would have given you the instructions to clean install W8.1 using the W8 product key in the PC's BIOS.

With the recovery kit, you will have to do an in-place upgrade from W8 to W8.1.

W8.1 was definitely an improvement over W8.

I didn't mind running W8.1, but W10 is much better.

Unfortunately, Microsoft closed the loophole that allowed folks to continue to get the free upgrade to W10 last October, long after the July 2016 free upgrade period expired.

I need recovery software for an HP ENVY 20 Touchsmart AiO PC. Restoration for my Gran's baby- Win 8.  HP Support apparently can't help.  Any hope?
