Windows 11 (23H2) Restart from Start icon doesn't always complete successfully. Screen fails to display sign-in screen without performing a power off/on cycle.
HP Support Driver detection reports that all my drivers are up-to-date.
Windows 11 sfc /scannow function reports no issues.
Anyone else experiencing same problem? Any solutions?

What happens when you do a restart using the Windows restart option?
What's on screen after doing a Windows restart?
You could try a W11 in-place upgrade for a possible fix.
Back up data.
Look in: Settings>System>Recovery.
Select "Fix problems using Windows Update".
Disconnect any unnecessary peripherals, if applicable, when doing the in-place upgrade.
You might have an unusual hardware problem if a W11 in-place upgrade does not help and you are only using a mouse and a keyboard.

HP logo ... spinning busy indicator ... indefinite stall on blank screen
Using HP Hardware Diagnostics Windows I've narrowed the problem to Video Memory Fast (& Extended) Checks
Whenever I run those Video Component Tests I'm able to reproduce the problem. Then, only a hard boot (power off/on) overcomes the issue.
Despite Windows 11 indicating that I have an up-to-date display driver Intel's Driver Support Assistant has recommended an applicable newer driver. Using Intel's tool I've "clean installed it" with a stall on reboot before it fully completed the process. Intel's logs show a "successful" install, BUT more detailed info from both Intel & Windows respectively indicate that the prior driver is still in place.
I agree with you that I think I have some unusual hardware problem but my next step will most likely be a W11 in-place upgrade
