System won't boot, guessing lost power during update. Ordered Recovery Kit from HP, getting error when trying to boot from it. "Recovery Manager - 0xFFEE016"

If the HP recovery media didn't work, the only suggestion I can offer, would be to clean install W10 by making bootable installation media using the media creation tool at the link below.

After W10 has completed installing, you can install the drivers and available software from your PC's support page.
The W10 product key is in the BIOS. W10 will automatically detect it, install and activate.
