I have an HP All-in-One PC. On startup, it shows a blue screen with the following error:
“Recovery. Your PC/Device needs to be repaired. File: \BCD Error Code: 0xc0000098”
I do not have a recovery disk, and the F1 recovery prompt does not work with the wireless keyboard.
I have access to another laptop and an external hard drive

Thank you for posting your query; I’m here to help by guiding you through steps to resolve this issue
It looks like your HP All-in-One PC is having an issue with the boot configuration data (BCD), which is preventing it from starting properly.
Since you don’t have a recovery disk, but you do have another laptop and an external hard drive, here are the steps to try and fix the issue:
Create a Windows Recovery USB on your working laptop
Download Windows 10/11 Media Creation Tool:
Go to the Microsoft Download Page or Windows 11 Download Page and download the Media Creation Tool for Windows.
Create a Bootable USB Drive:
Plug a USB drive (8GB or larger) into your laptop.
Open the Media Creation Tool and select Create installation media for another PC.
Choose your language and edition, then select USB flash drive as the media to create.
Follow the prompts to download and create the bootable USB drive.
Boot Your HP All-in-One PC from the USB
Insert the USB Drive into your HP All-in-One PC.
Power on your PC, and immediately press the ESC to access the boot menu.
From the boot menu, select the USB drive to boot from.
If your keyboard doesn’t work at startup, try connecting a wired USB keyboard, as wireless ones often don’t work during early startup.
Repair the Boot Configuration Data (BCD)
Once you're booted into the Windows Recovery Environment (WinRE), follow these steps:
Select Troubleshoot > Advanced options > Command Prompt.
In the Command Prompt, run the following commands one by one:
bootrec /fixmbr
bootrec /fixboot
bootrec /rebuildbcd
After running these commands, exit the Command Prompt and restart your computer.
