Hard drive went bad - Boot sector not found 3FO error. Want to buy another hard drive to fix however I don't have a product key for the windows installation as it didn't come with the system when I got it. How do I load Windows 10 once I install the new hard drive?

Hi:

The Windows 10 product key is in your PC's BIOS.

You don't need it or even need to know what the key code is in order to reinstall W10.

You can use the HP cloud recovery tool to reinstall W10 on the new drive.

Here is an info link for how to use that utility.  You will need a 32 GB USB flash drive to create the recovery media with.
