Greetings,
Welcome to the forum.
I am not a HP employee.
Your PC was released for sale in April 2018. Are you in warranty?
If so, contact HP Support (Link).
This problem could be a failed Windows 10, version 1903, update, or you have a problem with the HDD, or you have operating system file corruption.
Very tough to fix in a forum.
You may have to reinstall Windows 10. This means you will lose data.
I would try HP Support, if in warranty. Maybe find a good, local, PC tech if not in warranty. The tech might be able to recover the operating system or copy data from the HDD before doing a clean Windows 10 installation.
Run HP Diagnostics (Link) at system startup. Tap "ESC" at boot, select "F2". Run System Tests and Component Tests.
