Had to replace a crashed hard drive in a HP Pavilion p6202f for my parents however they have lost the Recovery Disk or USB drive. Since the factory hard drive crashed I was unable to create a Restore image to load to the new drive. Where can I get a copy of the factory restore for this PC.

Unfortunately HP no longer sells recovery media for that model series.
However, you can still order W7 recovery media for your PC from this vendor at the link below...

Hello,
I understand that you need to reinstall Windows onto your new Hard Drive. I have found the following like to assist with your Windows re-installation media, which was due to a crash Hard drive:
