I reset the hard drive and now it has booted up to the welcome screen. Once it's on the welcome screen, my mouse & key board will not work. It won't allow me to select my region or anything to get to the next page.

Welcome to the HP Forum.
Resetting the PC suggests you may be having some system stability problems.
I would start the PC. Repeatedly tap "ESC".
Select "F2". Run system and components tests to check hardware.
You could have a HDD/SSD problem, a memory problem, or a different hardware problem.
