Your PC is trying to boot over your local network by contacting a network server -- and is failing in that.

This could be due to faulty BIOS settings where you've put booting over the network first in the list of boot options.  You would have to go into the BIOS settings (F10) to correct that.

This could also be due to a failed drive such that the boot loader skips the drive, goes down the list of boot options, finds the network option, and is trying to use that.

So, I would test the drive to see if it is faulty.

If your PC is new enough to support UEFI, you can use these steps to test the hard drive:

If not, to check the drive you have to follow these steps:
1) Press Esc key repeatedly, several times a second, while rebooting the laptop. Do NOT hold the key down, just press it over and over.
2) Eventually, you will see an HP Startup Menu
3) Press the Function key for testing the hard drive (usually F2) and let it run.
