If your old PC and the new one both used OneDrive then your documents, pictures and other data will be downloaded to your new system once you sign into your microsoft account.
If not using OneDrive then copy your documents and other data files over.

No programs can be copied. You will have to install and activate the licenses (if any) on all applications on your old system.
If using outlook, your contacts and mail are in documents\outlook so get your documents copied over before intalling office or you will end up with duplicate or missing emails and contacts.
Check at your microsoft account for subscriptions and purchased items and download using the supplied links.. Some applications like Adobe professoinal you must log out of the account on the old system before installing on the new system. Some applications like label printers you willl have to hunt and find the database of label addresses. Months later you may have to go find the disk drive and look for something you forgot.
Depending how how large your C drive is you may wnat to install the app on the C drive but any databases or imaging/scenery on the larger data drive (if any). This applies mostly to gaming systems,
