I had to reset my computer to factory settings because it would take minutes to load pretty much anything.. Now it's a bit faster.. But still really slow.. Not just internet apps like Chrome.. Or edge.. But the settings app.. Slow... Is there a fix?

If your 2018 PC is much slower now compared to when it was new I would guess the 1TB platter HDD may be the cause. The PC should be responsive after doing a factory reset.
Check your PC's hardware using HP Diagnostics as follows:
Start the PC. Repeatedly tap the "ESC" key.
Select "F2". Run system and component tests to confirm: a drive problem, a memory problem, or other component problem. Run extensive tests.
Per this HP site your PC has:
- A Celeron CPU
- 4GBs of system memory
- A 1TB 7200 RPM platter HDD
- Possibly integrated graphics
The above component selection can cause the PC to be slow or you have a component problem. Also running many system processes and a lot of startup programs can slow down the PC. What's happening in Task Manager?
Did the factory reset install W10 and did you upgrade to W11 again? The PC should run better using W10.
