It only shows the hp start up screen when I turn it on and then goes black  and does the same thing over and over. I’ve tried F11 and windows+ b and everything I could find and idk what to do anymore. Please help I need this computer for school work.

If you really did "  delete everything off my computer. Now it only shows hp start screen", then it would seem the Windows 10 OS and everything else is part of the "everything".  With the PC stopping at the HP start screen, it will require, at least, reinstalling Windows 10.  Without the exact model number for the Stream, the simplest is to use a working PC and make the install media from Microsoft, here:

https://www.microsoft.com/en-us/software-download/windows10

Scroll down to the "Using the tool to create installation media" and follow the directions for the USB.  Since you listed Windows 10 as 32 bit, be sure that is what you pick from the download choices.  Then use this new USB media to reinstall Windows on the Stream.
