I turned my computer off and back on to reboot. When I press the power button it attempts to start up then a second or so it goes back out.

Here are some steps you can try to diagnose and potentially fix the problem:
Check Power Connections:
- Ensure that all power cables are securely connected to the computer and the power source.
- Try using a different power outlet or power cable if available.
Inspect Hardware Components:
- Open the case (if you are comfortable doing so) and check if all internal cables are properly connected.
- Ensure that the RAM, hard drive, and other components are securely seated in their slots.
Reset the CMOS Battery:
- Sometimes, resetting the CMOS battery can resolve startup issues. Power off the computer, unplug it, and remove the CMOS battery (a small, round, silver battery on the motherboard) for a few minutes before putting it back in.
Perform a Hard Reset:
- Disconnect the power cord and any peripherals.
- Press and hold the power button for about 15 seconds to discharge any residual power.
- Reconnect the power cord and try turning on the computer again.
Check for Diagnostic LEDs or Beeps:
- If your computer has diagnostic LEDs or beeps, check the pattern and refer to the HP support documentation for possible meanings.
Test with Minimal Hardware:
- Disconnect all non-essential peripherals (printers, external drives, etc.).
