Hello..... hoped this was something i could do my self with no experience based off YouTube videos, I'm at my wit ends. 

 

After turning on the laptop ,the hp logo comes up for 1 second, and then it goes to the black screen(not off) for 5 seconds, then the Windows logo appears with it loading for approximately 10 seconds. Then the windows logo goes away and just the loading is left— for another 10 sec. Then the Windows logo comes back when it's still loading, saying restarting but just for 3 sec . Then a black screen (not off) for 7-8 seconds, and finally it appears black ( looks off now) for 2 seconds, and the process repeats tirelessly. 

 

Now I have gone to the start up menu and did a diagnostic,  everything passed. Can't access the BIOS setup to check the date and time and no reboot option in the boot option.  

Can this device be saved?

I understand the laptop is caught in a continuous startup and restart cycle. Based on the details you provided, the fact that the HP Hardware Diagnostics tests passed is a positive sign and suggests the device may still be recoverable.

 

Please try the following:

  1. Disconnect all external devices (USB drives, printers, external monitors, etc.).
  2. Turn the notebook off completely.
  3. Power it on and immediately tap F8 repeatedly.
  4. If the Advanced Boot Options menu appears, select Last Known Good Configuration and test.
  5. If available, restart again and choose Safe Mode. If Windows loads in Safe Mode, the issue may be related to startup files or a recent software change.
  6. If F8 does not work, power on and tap Esc repeatedly, then press F10 several times to enter BIOS. If BIOS opens, load the BIOS default settings, save, and restart.
  7. From the HP Startup Menu (Esc), run the Hard Drive Test again, including any extended or long test options if available.

 

A few details would help us understand the condition further:

  • Does the laptop ever display any error messages or blue screens?
  • Are you unable to enter BIOS at all, or does F10 simply return to the startup loop?
  • Did the issue begin after a Windows update, software installation, or unexpected shutdown?
  • Is the hard drive the original drive that came with the notebook?

 

With the diagnostics passing, there is still a reasonable possibility that this is related to Windows startup files or drive communication rather than a permanent hardware failure.
