Product: 4540 Hp windows 7

Hello..... hoped this was something i could do my self with no experience based off YouTube videos, I'm at my wit ends. 

 

After turning on the laptop ,the hp logo comes up for 1 second, and then it goes to the black screen(not off) for 5 seconds, then the Windows logo appears with it loading for approximately 10 seconds. Then the windows logo goes away and just the loading is left— for another 10 sec. Then the Windows logo comes back when it's still loading, saying restarting but just for 3 sec . Then a black screen (not off) for 7-8 seconds, and finally it appears black ( looks off now) for 2 seconds, and the process repeats tirelessly. 

 

Now I have gone to the start up menu and did a diagnostic,  everything passed. Can't access the BIOS setup to check the date and time and no reboot option in the boot option.  

Can this device be saved?
