The PC wasn’t starting up past the starting HP logo so I ran a startup test, and got:
Hard Disk Short DST: FAILED
FAILURE ID: M4G7M3-00096V-PXPAW1-60R903
PRODUCT ID: H3Y42AA#ABL

That was a good choice to run the HP Hardware Diagnostics against the disk-drive.

The short (only a few minutes) test of the disk-drive identified that the disk-drive is failing, and must be replaced.

 

Is the original HP Warranty still active?  If so, HP will replace the disk-drive, at no cost to you. 

Otherwise, you're on your own -- you, or a computer technician, must physically replace the disk-drive, and reinstall Windows.

 

If there is some remaining "life" in the disk-drive, it may be possible to either:

* using "disk-cloning" software to try to make a block-for-block copy, even when Windows will not boot,

* temporarily connect the disk-drive as a "secondary" disk-drive in some other computer, and see if you can access/backup your personal files.

Unfortunately this pc was bought around 5 years ago so the warranty is long gone.
Maybe it’s time for a new computer xD

Your computer was factory-loaded with Windows 7, in 2013.

In 2015/2016, did you accept the free upgrade to Windows 10?

If so, then you could install a new disk-drive, and re-install Windows 10, at no cost to you, and continue to use the computer.

If your computer was still running Windows 7, then note that Microsoft will terminate all support for Windows 7 after January 2020 -- about 17 months from now.  In 2020, you must replace your 2013-vintage computer with a computer running a new one running Windows 10.  But, you could still purchase a new disk-drive, and run Windows 7 until January 2020.  Tough decision: repair or replace. If you have to get a computer-technician to do the replace/reinstall, that's over $150 (parts/labour) that could be used to purchase a new computer.
