HP All-in-One Desktop PC 27-cr0000i (70P55AV)

My computer was purchased just  7 months ago and is used for very basic family tasks (checking emails, paying bills, the occasional word document). Within the last couple months it will sporadically run very slowly. It started with file explorer not responding, then Chrome wouldn't load. Even task manager wouldn't open.

 

When I finally had time to sit at a computer for several hours with support, I contacted Microsoft support. They checked all the usual suspects and showed me how to run sfc/scannow. Nothing shows up as far as malware, viruses, etc. I have auto updates on and all tests run so far have come back clean. They essentially told me to turn it off and back on again. This usually fixes the problem temporarily, which it did, but came back a few days later. 

 

The slowness has persisted and today I finally had time again to chat. I was connected to HP's Ai support. Did the best they could, eventually got stuck in a loop and I asked for a representative. The representative took a couple pieces of system information, then essentially told me they weren't trained for this, and I should contact HP Smart Friend, but I might be charged.

 

This computer is still under warranty. No tests return any bad results. No updates to be found. No support can tell me how to fix it. This computer is a few months old and is making me regret switching from Mac to Windows. Can a please tell me why my computer is running chronically slow, but sporadically where support can't find it. Turning it off and back on temporarily fixes it but doesn't solve the problem. HELP!
