I have a HP Pavilion laptop and every time I turn it on, it's stuck on the loading screen. I tried the F2 system diagnosis and everything was fine so I tried to do system recovery by F11 and the system recovery goes to the "please wait" screen and then after a while, just goes to a blue error screen and restarts and then repeat

Greetings @SniffSniff225

Welcome to the HP Forum.

What do you see when you get the bluescreen error? I can't say this will help me understand what's going on but it might be useful.

The system drive should be okay if HP Hardware Diagnostics tests pass.

It looks like you have corrupted: HP system recovery files or corrupted Windows system files. So doing a system recovery or a Windows reset might fail.

You should be able to do a HP Cloud Recovery.

Check this HP Site to see if your PC qualifies for the HP Cloud Recovery option.

Regards
