Typically that means either the hard drive has failed, or there could be a non-bootable media in a device, IE: card reader, floppy drive, or DVD/CD drive. It could be the boot loader for Windows has been corrupted. What Windows OS is installed?
If by "Self tests" you mean diagnostics and the hard drive is good, then perhaps Windows can be repaired.

Perhaps using a Windows install disk can repair the bootloader.

You can make the installation media for Windows 10 from here
https://www.microsoft.com/en-us/software-download/windows10
Scroll down to the "Using the tool to create installation media" and follow the directions. Use this new media to use in the directions on the link given on how to repair the install. I do not use or repair Windows 8 but the link says it will work for both Windows 8, 8.1 and Windows 10
