TPM.SYS causing issue when upgrading from Windows 10 v1709 to 1803

Problem: When a machine tries to upgrade from 1709 to 1803 it fails and rollback to 1709. When you run the SetupDiag tool, it states a 'DebugSetupMemoryDump'. And when you run the WinDbg tool on that 'setupmem.dmp' it states probably caused by 'tpm.sys', which means a possible issue with TPM.

So far this issue has happened on two HP EliteDesk 800 G3 SFF machines.

Well, my apologies everyone. 

When I looked back at the machines in question, I now see that 1803 is installed on the machine.

I did have a SCCM push still active that was set to upgrade machine to 1803, and I guess when SCCM went to re-install 1803 on the machines, the systems or the TPM, must have corrected itself.
