Welcome to the HP Forum.
Does it take 45 seconds to get to the Windows login screen after starting the PC? Or is it 45 seconds until you can use Windows?
You would be looking at two time intervals at startup:
1. UEFI POST time.
2. Windows startup time.
Try this BIOS update for your PC Here. This might help with UEFI POST startup time.
Doing the BIOS update is your decision. Be patient when doing a BIOS update, don't interrupt this update and loss of power during a BIOS update can corrupt the BIOS.
You would then have to look at: Task Manager>Startup Apps to see how many startup programs are running.
Many startup stuff can be disabled to speed up Windows startup time.
My PC takes about 13 seconds to startup. I have six enabled Windows startup programs.
