Welcome to the HP Forum.
Providing a fix for your problem without backing up data and reinstalling the specific operating system build you are using is above my expertise.
You might be able to recover the system by getting to the Windows RE. Check this Microsoft site.
A bad system config error is registry corruption. Check this Site for more info. The registry would have to be rebuilt to fix the problem. Fixing the registry can be done in Win RE at a command prompt.
A failing system drive can cause problems. Check hardware at startup.
Start the PC. Tap the "ESC" key.
Select "F2". Run system and component tests.
I have been lucky. Never had to deal with this problem in 30 years of computing. I use system image backups to avoid similar headaches.
