You can not migrate your desktop Windows to a laptop, no. Why? Because it has drivers for the laptop, not the desktop; so even if it was copied, it would likely not boot.
Also, it is licensed to the laptop and the license is not transferrable. So, even if it was migrated, as soon as you connected it to the Internet, it would deactivate it and you would not be able to reactivate it.
As to the laptop, what brand is it and what OS version is it running?
