HP Envy 23 all in one. Product number H4G88AA#ABG Model number 23-d006a.
Toolbar on bottom of screen is inactive. Does not respond to mouse or touch but desktop icons do. Even the windows icon is inactive so I cannot turn the machine off normally.

Welcome to HP Support Forums. 🙂 I came across your post and would like to help.
I understand that you have an HP ENVY 23-d006a TouchSmart All-in-One Desktop PC. I read that Windows taskbar and the Windows start button does not respond when you touch it or use the mouse. However, other icons work.
To provide an accurate resolution, I need a few more details:
- Did any software changes or any updates take place on the PC recently?
Meanwhile, if this issue started recently then please perform a Microsoft System Restore to rollback the PC to an earlier date when it worked fine. This will not delete any data. Please refer to the steps mentioned under "Restore your computer when Windows cannot start normally".
If the issue persists post a successful restore then I suggest you to continue with the below steps:
- Press Windows Key + R on your keyboard.
- Key in PowerShell and hit Enter.
- Right click on the PowerShell icon on the taskbar and select Run as Administrator.
- Now paste the following command in the Administrator: Windows PowerShell window and press Enter key:
Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

NOW for the important part ! Locate to : C:/Users/name/AppData/Local/ and delete the TileDataLayer folder. Should fix everything immediately, no reboot necessary. Let me know how it works for you, it did for me! And remember to clean the recycle bin after you deleted the folder and give it 1min then everything is back to normal!
