This is not an HP issue -- it's not even likely a Windows issue.

Those reading: 

Always be careful when clicking any website.

Never fall for click-bait.

Some ideas to get you started:

Try using an https:// prefix instead of http://

Check your Browser security.

Clear your Browser cookies and cache.

Use a different browser.

Restart your computer and your router.

Check your installed Security Software or onboard Windows Security -- something might be protecting you where you do not want the protection.

Make sure your Windows Updates are current and fully installed.

What?  Certain pending Updates can cause havoc with web browsing.

Check for Windows Updates - Restart the computer if / after any updates are installed.
