EAWIN1. Have you had any luck or anything at all from HP with the issue we are both sharing because I certainly haven't.

No luck yet. Was able to downgrade my bios back to f.11, so I just did that for now. Hope HP can fix this!

Did downgrading the BIOS work to allow Windows to start?

Yes. Downgrading helped. Computer starts up/wakes up normally.

I got a new version of bios in hp support assistant, tried installing it, version F.15. That one doesn’t work either. Still does the same stuff the F.14 version did. Downgraded again to F.11. THIS IS SO FRUSTRATING, COME ON HP😡

I also downloaded v F15 with the same results as yourself. I have left it as is (F15)
