Either your specific model PC was never supported by the cloud recovery tool, or it is 5 or more years old at which time HP withdraws support for the cloud recovery tool.
I checked your PC's 3UQ79AA#ABA product number in the cloud recovery tool PC eligibility database, and it is definitely not supported.
You will have to clean install W10/W11 for free by making bootable installation media with the W10 or W11 media creation tool.
After Windows has completed installing you can install the drivers and available software from the PC's support page.
