If you require the "assistive technology" within Windows 10, you can upgrade for free to Windows 10:

 

https://www.microsoft.com/en-ca/accessibility/windows10upgrade

 

rather than reinstalling Windows 7.

 

Or, if you have a friend with the "retail" Windows 7 Home Premium DVD, you can use their DVD, and the 25-character license-key on the Microsoft decal on your computer, to reinstall Windows.

I just would like to say thank you, it was the dvd drive. I used an external dvd drive and was able to reload the computer and it works fine so thank you very much to everyone.
