Sorry, but your PC does not have a TPM 2.0 security device and cannot have a TPM security device, and nothing can be done about it.
Only HP business desktop PC's made during that timeframe had TPM security devices and the ones that came with Intel Pentium Dual-Core Processor E5200 like yours only had TPM 1.2 security devices that could not support a firmware upgrade to 2.0.
If you want TPM 2.0 you need to buy an off-lease HP business class PC such as an Elitedesk 800 G2 or newer.
