I understand your HP PC is stuck on a blue screen and cannot close it, showing the error code 0xC0000025 / 0xC0000225 (often displayed similarly). This is a Windows boot configuration error, not a display or hardware screen issue. The system is unable to locate or load the required boot files.

 

Below are the recommended troubleshooting steps

 

STEP 1: Force Windows Recovery Environment (WinRE)

If the system is stuck on the blue screen, this method reliably opens recovery.

  1. Power ON the PC
  2. As soon as the HP logo appears, press and hold the Power button to force shutdown
  3. Repeat this process 3 times
  4. On the 4th startup, the system should display:
    Preparing Automatic Repair

Once the Choose an option screen appears, continue.

 

STEP 2: Run Startup Repair (recommended first fix)

  1. Select Troubleshoot
  2. Select Advanced options
  3. Select Startup Repair
  4. Choose your Windows account and enter the password if prompted

Allow the repair to complete and restart the PC.

 

STEP 3: Rebuild the Boot Configuration Data (BCD)

If Startup Repair does not resolve the issue:

       1. Go to Troubleshoot → Advanced options

       2. Select Command Prompt

       3. Enter the following commands one at a time, pressing Enter after each:

           bootrec /fixmbr

           bootrec /fixboot

           bootrec /scanos

           bootrec /rebuildbcd

       4. Close Command Prompt

       5. Restart the PC

 

STEP 4: Check the disk for errors

From Command Prompt in Advanced options: chkdsk c: /f /r

This checks and repairs file system errors that can prevent Windows from loading.

 

STEP 5: Restore BIOS defaults

If the issue persists, reset BIOS configuration.

  1. Power ON the PC
  2. Immediately press F10 repeatedly to enter BIOS
  3. Select Load Setup Defaults
  4. Save and exit
