I am unable to open any Excel files, on a Dell  Windows 10

I believe this is a Windows 10 problem.

Therefore you may want to reach out to Microsoft for support or try one of these other website forums to have your problems resolved. (From what I have seen they usually only answer HP specific questions here. Since Excel is made by Microsoft, you would need to ask them.)

Regardless of computer, you need a program that will open an excel file.
