I need help the up down keys to my my hp window chrome book is not working it scrolls up and down but it shows the cursor line every time I push either the up arrow or down arrow can you please help me

Unfortunately, there is nothing we can do for you from here.
This sounds like a hardware issue -- with the keyboard but while HP has a bunch of diagnostics utilities, including some to check keyboards, they run in Windows, not in Chrome OS.
If you have a USB port, you can try connecting an external keyboard to see if that has the same issue -- which my guess is, it will NOT. Thus, confirming the keyboard hardware fault.
You would have to get the keyboard replaced and HP does not do such repairs, so you would have to find a laptop repair place that would do it and they would have to be able to find the part -- and we have no index of catalog of parts and suppliers.
