There never was, with Win7, a FREE upgrade -- as there has been (and still it, in some limited circumstances) with Win10.
There were "hacks" published that allowed you to extend what was basically a trial period over and over again -- but eventually, that closed down, as well.
To Upgrade to Win7 now, you would have to acquire the Win7 install media -- buy purchasing it online -- and then, insert it into your PC (do NOT boot from it!), select startup.exe file on the media and run that.
That will start an Upgrade operation, and it it allows you to Upgrade, you will see a Window that gives you a choice between a new install and an upgrade. Select the Upgrade.

Windows 7 will be out of support very soon as you can see

That means it won't run Windows 10. Sorry I have to say: Saving money now and buy new Windows 10 machine next year.
Regards.
