I would like to use a Pin number to login rather than a password.

The login screen login options does not give me this choice.

How can I enable a pin number login.

To use a PIN, you need to switch to a Microsoft account.  This tutorial tells you how to do that:  (9) Switch to Microsoft Account in Windows 10 | Tutorials (tenforums.com)

I am already signed into a Microsoft Account

The message in "Your info" is "Sign in with a local account instead"

Then, I do not understand the issue -- as all the PCs I use with MSN sign-ins already have PINs.

 

Are you saying you don't know the PIN?

The login screen "Sign In Options" only shows two options, fingerprint and security key.

I know my pin as I have reset it  several times in my attempts to use a pin login.

The online suggestions don't work, I have not been able to do the one concerning deleting the contents of the NSG file as my system will not allow me access that file.

If the fingerprint option does not work and you do not have a security key, then your only option would be to sign in using the local account and the password. Once you get logged in, you can then experiment with adding a fingerprint option, if you want that, instead of the local account.
