New to W10, don't like it - trying to. Every single time I boot it's about 3 minutes. If I unplug my 2TB USB 3.0 external hdd it's about 80 seconds. When I plug my 2TB in takes 2 + minutes to scan. It doesn't tell me that's what's happening but it is. That's why the boots with it plugged in take so long. I've believe I've tried everthing I've read about the issue, no fast start, regedit, list disk, apps on startup. The only thing I haven't tried is W7. I use these PCs for music and never ever on the net except for the 10-15 seconds to activate them. My older duo core on W7 never did this. Sorry, it's getting the better of me. 

If anyone has any thoughts or ideas I'd love to hear them.

Nice 🙂 Yes, it seems a strange and rare conflict with specific hdd's.

HP PC's don't have near as much bloatware as they used to, but I always wipe them & install clean vanilla Win10.

You can always download the UEFI diags, support assistant and any Cyberlink software it came with from the HP website.

I have seen this once before, and it's some weird thing between the mainboard/bios/and external drive.

What I think is happening is that the BIOS is polling the external HDD to see if it's a bootable device.

You could try removing or disabling the external hdd from the boot list in BIOS

Try another external HDD (if you have one) to see if it does the same thing. My gut feeling is it's between that specific mainboard and that specific external drive make/model.

Updating the BIOS *may* help too.

On the one I saw I replaced the mainboard 1st as it seemed to hang on the HP logo. New mainboard made no difference so I then isolated it to the external HDD they had plugged in.

Worst case scenario you'll have to leave the external hdd disconnected until Windows boots. I don't think rolling back to Win7 would help as I think it's a BIOS issue.

I disabled that hdd in bios, same thing. I can try a different hdd, have several. W10 seems like the issue to me, seems like it's full of bloatware and there seems to others out there having the same problem. I'm probably getting tunnel vision on this, I've got other machines with 10 and hdds, I'll see what I can find out.

Well, it would seem that the TOSHIBA 2TB external HDD is the culprit! 

Tried WD 4TB external HDD, full boot in approximately 60 seconds.

Tried Seagate 2TB extermal HDD, full boot in approximately 42 seconds.

I have a half a dozen others I could try but I don't think that's necessary.

Lucky me, I've got other 2 TB Toshiba external hdd, full boot in 50 seconds.

After running the Toshiba 2TB on a Dell machine it works normal and boots in 51 seconds on HP now.
