The only other suggestion I can offer would be to try the hotkey software from a similarly equipped business class notebook.

 

This package provides HP Hotkey support for special function keys on supported models that are running a supported operating system.

 

http://ftp.hp.com/pub/softpaq/sp77501-78000/sp77566.exe

 

If that doesn't work you may have to live with it the way it is.

 

Also check the BIOS to see if there are any settings to enable/disable the Fn hotkeys.
