I have two identical HP All-in-One PC's. Bought on the same day in late 2022. Obviously, both have different serial numbers. Both have the DON motherboard, 89E8 0100, and as of yesterday, both had BIOS F.39. Today, one of these PC's was notified though HP Support Assistant to download and install BIOS F.40. As of this writing, 9 hours later, the other PC did not receive any notification concerning BIOS F.40. 

Is this a common practice for HP, as both PC's are the same ?

Looks like I get to answer my own question.  In HP Support Assistant, something didn't look right when I opened it. The version I used did not have anything in the "Fixes and Diagnostics" box other than "Printer Issue". It should have had all the items listed in that section in the screen shot below.

So, I went into Windows 11 Settings, then to Installed Apps. Went down the list to HP Support Assistant and  to the 3 dots at the right of the HP Support Assistant. Clicking on those dots got me "Advanced Options:.

Once in the Advanced Options, I scrolled down to "Reset" and had the option to either 'Repair' or 'Reset'. I chose to repair.

Once the repair was done, the "Fixes and Diagnostics" section on the Dashboard page showed all the options and repaired the app. I clicked on 'Updates' and within a few seconds I received the alert that BIOS F.40 could be downloaded and installed. Thought I'd share the answer with all of you out there in HP land in the event you find you have the same problem I did. All is good.
