My wife's PC hard drive failed and I would like to restore all the apps that came with the computer. I have the system up and running with the Windows 10 recovery USB disk. Where can I download the other apps that were shipped with the PC?

You can try this W10 version of the cyberlink power2go software and see if it works on your model.
CyberLink Power2Go is an imedia burning software that allows users to burn data, music or video discs. CyberLink Power2Go offers support for CDs, DVDs, HD DVDs, and Blu-ray discs, and also includes features for disc copying. This package is available for supported notebook models running supported operating systems.

Probably you upgraded your machine few times and now your machine runs Windows 10. Your machine is not on the list of machines which are supported under Windows 10.

Here's what could be reinstalled, and my reasons why you should not install each program:
Cyberlink Power2Go -- I use "Burning Studio Version 16 Free" from www.Ashampoo.com
Windows Media Player -- newer version will be downloaded via Windows Update
HP Netflix -- I presume that the 2018 version will automatically download on top of the 2011 version
Hulu Desktop -- ditto
PDF Complete -- ditto
Norton Internet Security 2011 (60-day security update subscription) -- it will "self-upgrade" to the 2018 version
HP Support Assistant -- download the newest version from HP Support
HP Update -- ditto
HP Vision Hardware Diagnostic Tools -- ditto
Microsoft Internet Explorer 8 -- Windows Update will install Version 11 into Windows 7
Adobe Flash -- free download of the newest version
HP Linkup -- no idea what this does
So, IMHO, there's nothing there that you want. Don't shoot the messenger.
