My Pavilion All-in-one Model No. 245-b217c refuses to boot (BSOD - inpage kernel error), tried all reset/recovery options, nothing works. Disk seems fine, able to backup important files but even full reset to factory settings fails half way through. Is it possible to download recovery media for this All-in-one using another windows 10 laptop?

Unfortunately, it does not appear that you can download recovery media from HP.
You can order recovery media from HP at the link below, last link on the page.
You can reinstall W10 for free by creating a bootable USB W10 installation flash drive using the media creation tool at the link below.
https://www.microsoft.com/en-us/software-download/windows10
After W10 has completed installing, you can install the drivers and available software from the above support page.

Got the recovery media and tried recovery, failed with:
Component: Windows 10 PIN Diagnostic Tools
Timing: FactoryUpdate
Error: Incorrect brand name [Unknown]
Expected brand name from FB [Pavilion]
Next Step: Please check Model Name or Feature Byte
Any ideas? Can I get my money back for recovery software if it doesn't work?

Unfortunately, I would't be able to help you with why the recovery media doesn't work.
It has been my experience that it is like a light bulb. It either works or it doesn't.
Use the other method I posted to reinstall W10.
I don't work for or represent HP, but I would hope they will refund your money for the non-working recovery media.
We can no longer post phone numbers to HP support because of the spammer/scammers, but here is the link to a legitimate HP support number...first one in large font at the top of the page.
