Hello,
I have a HP Pavillion P7-1207c with Windows 7 (64 bit).
As far as I can see, there are no officially released Windows 10 HP drivers for this model.
Does anyone know whether or not I would be able to have a fully functioning PC in a Windows 10 environment?

Hi:
There are no W10 drivers for your PC because it was manufactured prior to August of 2013, which was the HP W10 driver support cutoff date.

I would definitely not buy W10 to upgrade your PC.
I looked at the specs for your PC, and it meets the basic requirements to run W10, such as having a supported processor and graphics adapter.
But there are some devices that may not work after the upgrade...audio, wifi and card reader to name a few.
If you have a way to reinstall W7 if for some reason you can't revert back to W7 within 30 days of installing W10, you may want to give it a try. Here is how to go back to W8.1/W7 from W10 as long as you don't delete any files, and do it within 30 days...

You can click on the blue Update Now button at the link below, to start the upgrade process to W10.
