Hi:

We wouldn't be able to help you with that problem.

You would have to contact HP technical support and see if a customer services rep could help with that, or issue you a refund.

In Canada or the United States, the HP customer services number is:  1 (866) 724-8600

There are two free ways to reinstall W10 on your PC.

You can always clean install W10 for free by using the media creation tool at the link below to create a bootable 8 GB USB flash drive installer.

https://www.microsoft.com/en-us/software-download/windows10

After W10 installs, you can install the drivers and available software from your PC's support page.

The other way is to use the HP cloud recovery client utility to create a 32 GB system recovery drive (should be the same as what you paid for, but hopefully would work).

Here is an info link for how to use the cloud recovery client utility...

Thanks for the advice i will contact HP support. But I used to see a product key sticker on a computer this has none. do I need a product key and how would I get one?

You're very welcome.

Starting with W8, Microsoft requires all PC manufacturers to put the windows product key in the BIOS.

You don't need to know the product key as long as you install the right version of W10 using the media you created with the Microsoft media creation tool, which in the case of your model is W10 Home 64 bit.

If you make the HP recovery media with the cloud recovery client utility, it should automatically work, and not ask you to select the version of W10 you want to install.  If it does, select W10 Home.

Ok, I do not remember seeing a prompt for the version of windows 10 when using the recovery USB they sent to me. I just downloaded windows 10 64 bit from the link you provided. How do I select the Windows 10 Home version? will i be prompted from the DVD??

Did you download the ISO file and burn it to a DVD using a program that will make the DVD bootable?

You can't just copy and paste the ISO file to a DVD.

If you used the tool to automatically create a bootable USB flash drive, then one of the first things the script will ask you to do is to select the version of W10 you want to install.  There will be several options, Home, Pro, Single Language, N version...

You just want the plain 'ol W10 home version.

In order to boot from a DVD, you have to go into the BIOS, enable legacy mode and disable secure boot.

See this link for the settings to change.

I have zipped up and attached below, the Microsoft utility you can use to transfer the ISO file to a DVD so that it is bootable.
