Yes, in North America, that qualifies as being "expensive".

 

But, if the "full format" did successfully complete, there is nothing to recover -- every sector of the disk-drive has been overwritten. However, never underestimate any of those "three-letter" agencies (FBI, CIA, MI6, RCMP, CSIS, NCIS, etc.) for having tools that are not available to the public.

Reformat it!
according to the last information given by @collettd101  there is little hope, if the HDD, is no longer visible, it is probably dead
even if it works again,, it will probably only be for a short time, the data written on it will be lost again

But if he / she has friends in the FBI then !!
