First of all I have been through numerous suggestions on how to fix this problem which I originally posted on a microsoft Forum over 6 months ago. I have copied some of the question below and the full history can be found on this link

"I have a Windows 10 PC that won’t shut down fully. It requires the power button to be held for around 5 seconds before the light on the front extinguishes. On restart it takes around 4 to 5 minutes to boot up into login screen.   A” restart” instead of shut-down functions, but the boot time is still 4 to 5 minutes.

 It is an HP All-in-One  Windows 10  Home  PC with 64bit operating system. I have been trawling the internet forums for around a month now and have tried everything that I have come across from disabling the fast start, controlled shut downs from various command prompts.  System file scans etc,    All of the drivers are functioning (No yellow exclamation marks). You name it I’m sure I will have tried it.

I’ve booted up  in Safe Mode, saw nothing obviously wrong but the shutdown function just hangs up and requires the power button to be depressed for 5 seconds.  The power management driver I have is  an Intel(R) Power Engine Plug in version 10.0.16299.15. Almost every forum  I have read refers  to Intel(R) Management Engine interface which I do not have.  I probably first experienced power management problems with this PC(2 years Old) when it would not wake from sleep around a year ago but eventually opted for the PC never going to sleep to get around the problem. Only around a month ago did the PC exhibit its current problem."

 

I tried all of the suggestions thrown at me on the microsoft forum but stopped short of a clean re-installation of windows.

I lived with it for a few months then decided about a month ago to do a clean installation which DID NOT resolve the problem.

 

I checked that  ALL of my drivers were  the latest und updated any that were not.

 

My PC is no longer under warranty although it was when this problem first appeared earlier this year (end jan-Beg inning Feb)

 

I have visited the hp forums recently and have tried a few suggestions that I haven't seen before to no avail. Its an exasperating experience as each  cycle of Power down/up or restart takes at least 5 minutes so its easy to become dissillusioned very quickly.

 

Given that A clean install and driver update doesn't do the trick I can only think that there is a problem woth some of the software  that  comes with the PC or was bundled with it and was updated around abound Jan/Feb 2018. Possibly HP programs as none of the bog -tandard micrsoft operating fixes that were suggested don't work. 

 

So over to the HP collective. Please help.

Splendid effort and fabulous description of the issue before posting. Kudos to you on that score.  You are a valued HP customer and it is paramount to assist you here. I take it as a privilege to share this platform with you. 

 

To provide you with an accurate solution, I'll need a few more details:

Do you mean you are unable to wake it up once it's in sleep mode? or does it wake up but you can't shut it down later? 

 

Did you update the BIOS?

 

Meanwhile, try these steps to find a fix:

- On the Desktop, right-click on This PC and select Properties

- On the left, choose Device Manager

- Click the arrow next to Display Adaptors to expand that category

- Right-click on Intel(R) HD Graphics Family and select Update Driver Software...

- Choose the option to Search Automatically for Updated Driver Software

- Your computer should find and automatically install the updated driver

- After the installation is complete, restart your computer.

 

Step 1: Enabling the Keyboard in Windows

Skip this step if the computer does not enter sleep mode or if the computer wakes unexpectedly.

Follow these steps to enable your keyboard to wake your computer from sleep mode:

  1. In Windows, search for and open the Device Manager.
  2. Click the arrow next to Keyboards and double-click the name of your keyboard.
  3. If the Power Management tab is available, proceed to the next step.

If the Power Management tab is not available, click the Change Settings button if it appears below the Device status box. The same Keyboard Properties window opens with the Power Management tab available.

If you are prompted for an Administrator password or confirmation, type the password or provide confirmation.

  1. Click the Power Management tab and make sure that the box next to Allow this device to wake the computer is checked.
  2. Click OK, and then test to make sure that the keyboard can now wake the computer. If the computer still cannot wake from sleep mode, continue using these steps.
  3. For instructions on how to update the BIOS of your computer, see one of the following HP support documents:  HP Desktop PCs - Updating the BIOS (Basic Input Output System) (Skip, if you've already done it).

If you have followed the steps suggested and still having the issue, I would suggest the only option would be to perform a system recovery using the recovery media.

The only other way to install Windows would be to order the recovery media for your laptop and using the recovery media you can install Windows. You can check if the recovery media is available online on www.hp.com/drivers by entering the exact model no. of your laptop. To find the exact model no. click here: http://hp.care/2bygf7l

Sorry for not getting back to you sooner.

 I'll work my way through your suggestions as soon as I can. and give you an in depth response.

 

However from first speeed -read I can confirm I have NOT updated the BIOS. Can you point me to instructions on how to do this please?

 

Also, I have sleep mode disabled. because it is not possible to wake the PC up from sleep mode unless the power button is held for 5 seconds and the pc restarted. This is also how I switch the computer off every time I use it as the power down functions seem to send it into a mode resembling sleep mode.

 

I will respond to your other suggestions in due course.
