I acquired a completely cleaned HP with a windows 7 operating disc. However, the disc is faulty and will not load.
I do not have another laptop or desktop to burn a disc. How do I get a Windows7 OS.?

what you don't say:
What is the exact model of this computer ...?
Is the original version Windows 7?
The disc, is it an original DVD, what is written on it?
"the disc is faulty and will not load"
The computer does not start with the disk, what is the problem exactly?
Are you sure the computer is in working order?

If you can't download windows, all you can do is repurchase one, but the dvd may not be the problem ...

NO HP model told at all so any answer will be wrong, but this,, generic.
w7 is not supported now, upgrade to 10, if it will.
w7 is not sold not at microsoft.com now, that ended long ago.
why not upgrade?
w10 is free to try for 30 days, some PC newer is free. (try first see)
the desktop PC (is it) has sticker on top telling what it is.
the laptops are on bottom (old) or in big battery well, mid ages, and newer have the model show in Esc or F1 Bios page.
look and tell this first.
