I recently reinstalled windows on my laptop to help fix issues with it being slow. I realized that one of my personal files I placed in Program Files (x86) was deleted and it's been I'd say about a week or two since I last reinstalled windows. I tried using professional programs to try to recover the files, but it never worked. Is there a way to recover the file since I had around 85 Gigabytes worth of data inside it.

Welcome to the HP Forum.
I would think your data recovery options are extremely limited or non-existent if you did not previously do a data backup to external storage media.
The new Windows installation has probably over-written this data.
I don't know if a very expensive professional data recovery service could help in your situation.
