My Hard Drive crashed and I need to restore my OS and the Cloud utility does not recognize my product ID. Is there another way to do a OS restore on a new Hard drive? I didn't get any media upon purchase of my machine.

HP has withdrawn support for your PC since it is 5 or more years old (Release date. 18-Aug-2018).
You have two options:
You can reinstall W11 or W10 for free by making a bootable USB installation flash drive with the media creation tools from the links below:
After Windows installs you can install the drivers and available software from your PC's support page:
HP Pavilion Gaming Desktop 690-0034 Software and Driver Downloads | HP® Support
Your other option would be to purchase a HP factory recovery kit from this vendor at the link below:
Then you can upgrade back to W11, since there is no W11 HP recovery media for your PC.
