Windows reinstallation looping on stop error. BRHOSTDRV.SYS Sure Click

EliteDesk 800 G3 mini
Microsoft Windows 10 (64-bit)

During setup of a new EliteDesk 800 G3 mini, the system seemed unstable -- lots of stop errors, but the driver involved was not identified. Ran multiple iterations of extensive hardware diagnostics, but no problems found.  Finally reset (reinstalled) Windows.  At 64% installed, the stop error “System thread exception not handled” appears, with the failed driver “BRHOSTDRV.SYS”.  After some information is logged, the system restarts and the installation tries to continue, but then it goes into a loop.

Searching on “BRHOSTDRV.SYS”, an HP advisory reports that the problem may be related to older versions of HP Sure Click which are incompatible with W10 1803.

How can the Windows reinstallation get past this problem?

I copied a recovery image from an identical PC to a flash drive & used it to restore the problem PC, then deleted Sure Click before updating to 1803.  Seems okay now.
